The Pioneer Football League (PFL) was established in 1991. Its founding members included Butler, Evansville, Drake, Dayton, and Valparaiso, with the primary objective of balancing competitive football and strong academic standards.
In 1996, the league expanded to include the University of San Diego, broadening its geographic reach. By 2001, the PFL had introduced a temporary divisional structure (North and South) to streamline scheduling and reduce travel expenses; however, it reverted to a single-division format in 2005 following some personnel departures.
The league strengthened its East Coast presence by adding Campbell University and Marist College in 2008, subsequently welcoming Jacksonville University and Morehead State between 2009 and 2012, and became the largest in the Football Championship Subdivision (FCS). In 2013, Mercer, Stetson, and Davidson also joined, further expanding its footprint.
From 2014 to 2019, the league maintained stability, establishing itself within the NCAA’s FCS structure, despite continuing its policy of not offering football scholarships. Adjustments occurred again in 2020–2021, though the foundational goals remained unchanged. By 2023, the PFL continued emphasizing academic achievement, consistently achieving the highest graduation rates and student success among FCS conferences.
