Law enforcement in Fulton County began after the county was created on December 20, 1853. For 46 years, the sheriff handled policing. On February 4, 1900, commissioners formed a 13-officer unit called the Road and Bridge Inspectors, led by Allison O. Turner. Officers patrolled unincorporated areas on horseback and motorcycles before automobiles became standard.
George Mathieson took command in 1914 and led the transition toward motorized patrols and scientific police work. By the early 1940s, the force had grown to nearly 100 officers. Clarence Mitchell, appointed chief in 1945, established a 24-hour crime laboratory, later transferred it to Georgia, and developed it into the state crime laboratory.
The department was dissolved in 1952 under the Improvement Plan, sending 159 officers to the Atlanta Police Department. Fulton County then purchased police services from Atlanta until July 1, 1975, when the present department was formed with 102 transferred officers. L. O. Chester became its first chief, followed by Clinton Chafin in 1979. The agency earned CALEA accreditation in 1987.
Louis Graham became chief on January 1, 1991, the first Black leader in department history. During the 1996 Atlanta Olympics, specialized units including SWAT supported security operations. Cassandra Jones became the first woman to lead the agency in 2007. On March 26, 2018, the City of South Fulton Police Department assumed responsibility for areas previously served by the county force.
