Freddie Mac was created after the US government had already built Fannie Mae in 1938 to revive the mortgage market during the Great Depression. For three decades, Fannie Mae bought insured home loans from banks and dominated the secondary mortgage market. After Congress privatized Fannie Mae in 1968, lawmakers feared a private monopoly and a shortage of mortgage funding, mainly on the fast-growing West Coast.

By the early 2000s, its guarantees exceeded $1 trillion, but subprime growth, accounting issues in 2003, and the 2008 financial crisis led to federal conservatorship alongside Fannie Mae. By 2020, Freddie Mac had purchased $11.6 trillion in mortgages and supported 80 million families.
